RTCE = 0 Stops counter operation.
RCLOE1 = 1 Enables output of the RTC1HZ pin (1 Hz).
RTCE = 1 Starts counter operation.

Cautions 1. First set the RTCEN bit to 1, while oscillation of the count clock (fSUB) is stable.
2. 1 Hz output function of real-time clock is not available in the 25- and 32-pin products.
