As broadcast engineers, we are familiar with the pain involved with getting
Telephone Companies to solve problems with their lines. At the very least, this can
require persistence.
However, even worse is the situation where the lines in question are fine, and the
problem is actually within the telephone network. This paper instructs you on how
to determine if this is the case, and then goes on to advise you how to convince the
