I can't set up the phone to forward calls to an outside line.

1 I have the manual, and it says after using the forward command (601) enter in the extension or outside number. Problem is, while extensions work, when you input a number the stops forwarding completely. It still says that it is in "forwarding" mode (transfer light is on), but calls no longer get forwarded (instead the phone rings).
