How to conference in two callers from outside....

My unit has its own outside line setup and I am trying to conference in two callers from outside the office at the same time. There is a flash button on the unit and I do receive a dial tone once caller #1 in placed, but when I place the call to caller #2 I can't seem to get both of them on the same line. Pls help.
