Always off hook - can't receive calls...

The Soundstation EX is always off hook - that is, it never hangs up. When it is plugged in, a dial tone is heard immediately. It cannot be hung up. After 20 seconds or so, the standard phone 2 tone signal makes to sound of a phone that is not hung up. To get a new dial tone, the phone must be disconnected from the phone connection.
