I can't get a dialling tone. I have checked power....

I can't get a dialling tone. I have checked power. I know the line is working because it also links to my PC which is working fine. I can get details on the face of the handset and work the menu etc. So I do not understand what the problem is. I also cannot find a user manual to check the troubleshooting section.
