constant engaged tone...

I have a cd560 hxd. On the handset screen RHS there is now a no 1 showing. I am unable to dial out - all I get is an engaged tone. I have tried the voicemail number and again all I get is the engaged tone. Please can you tell me a) what it means b) how to get rid of it so I can clear the line.
