I have a L403 cordless and the base is flashing CL...

I have a L403 cordless and the base is flashing CL. My User manual guide is in Spanish and my Quick Start guide doesn't say what CL is. When I press the talk or speaker button I get a dial tone for 2 second and then the phone goes dead
