I found your question while searching for this very thing... I discovered the answer about this and ALL icons by nosing around my phone. Go into menu, settings, my phone info, icon glossary (Menu-6-9-3)... If we are actually referring to the same symbol, it means that your phone would not send it's location in if you placed a 911 call. (GPS I think) If it COULD, there is another symbol that looks the same but with waves coming out of it.
