Hi have the Tevion Binatone 00219 or consept 2310 ...

Hi have the Tevion Binatone 00219 or consept 2310 it reads on the back. How can i get the secondry phone to work i have plugged it in to the mains and it bleeps so i think it is in working order but i cant get a dialing tone and it does not ring when the main one does and i want to put it upstairs?
