American Telecom Telephone RA22304H Locked sign, no dial tone

There is a lock sign and when I pick up to get dial tone it says to hit ok. I do this and it still doesn't work. HELP. I HAVE NO PHONE.

5 This works for the PA22504H and I think your model works the same way. To unlock: Press OK key then press * key. If display says NOT SUB:Press OK key till HANDSET appears. Press the arrow key till REGISTER appears. Press OK key and PIN appears. Press 0000. Press OK and SEARCHING appears. Hold the button on the base till green light comes on. HANDSET appears when connection is completed.
